SITE DESCRIPTION
Carroll County Memorial Hospital began as a dream for our community with the laying of the
cornerstone in August, 1955. It was built with the love and devotion of the families of Carroll
County as they realized the need for health services close to home. The hospital was funded
through a variety of sources. One of the major sources was the Hill Burton funds, a result of the
national health care legislation known as the Hospital Survey and Construction Act, and also
known as the Hill-Burton Act. It was designed to provide federal grants and guaranteed loans to
improve the physical plant of the nation’s hospital system.
In 1992 Carroll County Memorial Hospital opened a hospital-based Rural Health Clinic to
provide additional access to health services and support to residents of Carroll, Trimble and
Gallatin County and to all patients including Medicare and Medicaid program members. In 2000
the hospital became a critical access hospital and provides inpatient and skilled and
rehabilitation services with 8 full-time medical staff in a 25-bed facility. We also have an
occupational medicine program serving over 200 regional industry and a general surgeon
providing both inpatient and ambulatory services to area residents.
COMMUNITY DESCRIPTION
In 1794, Carrollton was established and originally named Port William. Port William was the
county seat for Gallatin County. In 1838, the state legislature divided Gallatin County due to the
largeness of the county. Port William was renamed Carrollton and became the county seat of
the newly formed Carroll County. Carrollton is located in northern Carroll County. The city is
situated on the Ohio River at the mouth of the Kentucky River. It is bordered by the city of
Prestonville to the west across the Kentucky River. To the north, across the Ohio River, is
Switzerland County, Indiana.
U.S. Route 42 passes through the center of the community, leading northeast 54 miles (87 km)
to Cincinnati, Ohio, and southwest 55 miles (89 km) to Louisville. Interstate 71 runs 4 miles (6
km) south of the city roughly parallel to US 42, with access from Exit 44.

COMMUNITY DESCRIPTION Manchester is a home rule-class city in Clay County, Kentucky, in the United States. It is the seat of its county. The town was founded to be the seat of the newly formed Clay Co. in 1807 on a 10-acre (4.0 ha) parcel near the Lower Goose Creek Salt Works. The county court stipulated that the town be named Greenville in honor of the War-of-1812 general who gave the county its name. The Greenville in Muhlenberg County had already preempted that name, however, and it was changed to "Manchester" in December. There was a local legend in the town that this was in honor of the hometown of Gen. Garrard's second wife Lucy Lees, but a prominent local family, the Hollingsworth, were originally from Manchester, England. Rennick points out that Lucy Lees was born well after the naming of the city. He opines that it is more likely that the local businessmen simply wanted a name evocative of the English industrial success.
